On the official website of the ICON blockchain, you can find all the technical information about the ICON. In general, all this information you can find in a White Paper. In the ICON case, we can find White Paper only in English and Korean, and we think this may not be enough if we want to enlarge the ICON community.
We suggest translating White Paper and all relevant documents into Russian.

Why Russian?
According to data published in the journal Language Monthly, approximately 350 million people around the world speak Russian (which puts it in 5th place in terms of prevalence), of which 185 million consider it their native language (8th place in the world).
So, we can reach about 30 million new audiences, who are usually easier to read important information in their own language. This audience will include almost all of Europe and, to be more precise, Russia, Ukraine, Poland, Latvia, Lithuania, Estonia, part of Germany, Kazakhstan, Georgia, Armenia and other countries. Now there are many Russian speakers in Ukraine, Georgia and other countries that were once part of the Union. Native speakers live in Germany, the Balkans, Asia, and Israel. A huge Russian diaspora exists in the USA and Canada. Now Russian is in second place after English in terms of prevalence on the global Internet.
If you look at the example of other blockchains, you can easily find White Paper in Russian and other languages. As an example - Bitcoin, ETH, EOS, Tezos, Tron and others.

Undoubtedly that our proposal can bring a lot of benefits for the Russian ICON community and Russian speakers in general. If we make some deep analysis of the Russian blockchain community we can understand that the Russian blockchain community very powerful and can bring a lot of new users for the ICON network.
