Would a rule such as this make the network more secure?

Not all preps are on aws. I know for a fact we (RHIZOME) operate on GCP

No. It would not make the network more secure. It would make the network more resilient yes, in case AWS is down for example.

But there is no way to enforce this rule at the network level. Anyone is free to run their node where and how they want.
